Govt plans to sign contract for railway DPR study for western sections

KATHMANDU: The government is working out on signing a contract for detailed project report (DPR) study of two additional sections of the proposed Mechi-Mahakali Electric Railway project. The Department of Railways recently invited request for proposal from shortlisted firms to this effect.


Butwal-Lamahi (115km) and Lamahi-Kohalpur (102km) are the two sections for which the railway department plans to sign a contract within this fiscal year for a detailed study. Last year, the railway department had shortlisted four firms for the sections falling west of Butwal to conduct the DPR study.

Railway department officials have said that they have invited the shortlisted consultants to submit their proposals within a month. “We plan to sign an agreement for DPR study within this fiscal year giving consultants 18 months to complete the study,” said Ananta Acharya, director general of the railway department.

According to him, there are plans to sign contracts for the DPR study of the two remaining sections — Kohalpur-Sukhkhad and Sukhkhad-Gaddachowki — within the next fiscal year.

The Butwal-Gaddachowki stretch of the Mechi-Mahakali railway, also known as East-West railway, is 420km long. The mega railway project connects Kakarbhitta in the east to Gaddachowki in the west. However, the railway department has no concrete plan regarding the detailed study of the eastern sections in the next fiscal year.

The DPR study includes detailed design of the railway routes, the infrastructure required alongside the track, cost estimate and bid documents for construction. Last year, the railway department had shortlisted four eligible consultants for each section in the Butwal-Gaddachowki sector. However, selection of consultant and agreement was delayed due to lack of workforce in the department and procedural delays.

Dohwa Engineering (South Korea), ILF Consulting (Austria), Rites Limited (India), Italfeer SpA (Italy), Gauff Rail Engineering (Germany), SENER Ingeneria y Sistemas SA (Spain) and Full Bright Consultancy (Nepal) are among the firms that had applied for DPR preparation of the Butwal-Gaddachowki section.

Butwal-Lamahi and Lamahi-Kohalpur will be the fourth and fifth sections of the railway project, respectively, after Bardibas-Simara, Simara-Tamsaria and Tamsaria-Butwal-Bhairahawa sections. DPR study of Bardibas-Simara was completed last year and basic track bed construction in this section will start this fiscal year.

Likewise, DPR study of Tamsaria-Butwal-Bhairahawa is in the final stage, while Simara-Tamsaria section is facing problems in the detailed study because of alignment dispute in Chitwan, according to the railway department. The DPR study has showed that the construction of the Bardibas-Simara section including the link route will cost up to Rs 99 billion depending on the facilities, safety measures, quality and level of service included in the project.
